Executive summary
Bottom line. The Houthi movement possesses a developing unmanned underwater vehicle (UUV) capability supplied by an active Iranian technology transfer programme, but that capability is nascent rather than active. The correct framing is future-conditional on a two to five year horizon, not an imminent present-tense danger. This judgement is held at MEDIUM confidence.
The evidence base is a single point. In roughly 29 months of sustained maritime operations, exactly one Houthi UUV has been confirmed, destroyed by CENTCOM in February 2024, and the most technically credible open-source reading is that it was destroyed on shore before deployment. No Houthi UUV has struck a vessel. In every confirmed Houthi sinking the weapon was a surface drone boat, a skiff, an aerial drone or a missile. The UUV is therefore an emerging domain, not a co-equal one, and the emerging qualifier is load-bearing.
Mines are the more immediate underwater threat. Houthi naval mining is documented since 2015, with active clearance ongoing through Saudi-funded programmes. Drifting contact mines are indiscriminate and attributable to no one, and they deter shipping through insurance and actuarial mechanisms even without a successful strike. The operationally relevant marine baseline dates to 2015 to 2021, and no current naval clearance mandate exists for the southern Red Sea. Closing that mandate gap is the single most actionable near-term policy lever in this assessment (MEDIUM to HIGH).
The genuine blind spot is detection. No commercial vessel carries hull-mounted sonar, towed arrays or any sub-surface detection capability, and no Lloyd's actuarial category exists for below-waterline autonomous weapons. This gap is present today, and it is independent of the current threat level and of whether traffic transits Suez or the Cape. It is the assessment's most defensible finding (HIGH).
Kinetic pressure has not resolved the problem. Operation Rough Rider struck more than a thousand targets at an estimated cost of 4.8 to 7.2 billion dollars and materially degraded the arsenal, with ballistic launches and one-way attack drone activity both falling sharply on CENTCOM figures. It did not break Houthi will or negate their geographic leverage. The UUV is the most Iran-dependent component of that arsenal, which makes it the bellwether for IRGC supply-chain health. A first in-water strike would double as evidence the supply chain survived every interdiction and every round of pressure on Tehran.
Current status is a structured pause. Declared threat levels across Hormuz, the Bab al-Mandab and the southern Red Sea stand at MODERATE following the June 2026 understanding, down from a CRITICAL peak in March. There has been no verified Houthi maritime attack since October 2025. That quiet is evidence of intent under a conditional posture, not of capability loss. The single armed maritime incident of the period, on 5 July 2026 near Hodeidah, is unattributed and is carried as such.
The threat is neither over nor imminent. It is paused, conditional and materially degraded above the waterline, while the sub-surface problem sits in a detection and actuarial blind spot that no ceasefire, reroute or air campaign addresses.
